Pleasant stay, but I'm talking about RS II, a different building than the one I initially booked.
Location excellent, near top landmarks in the central area, near the river. Staff friendly, sometimes helpful, sometimes less so but with a smile, which always helps I suppose. They did allow to change my initial booking which was a mistake on my part, and then change room one more time, same price. Access in the building with card. Nice lobby, modern look overall, I liked the story of Phnom Penh on the wall on red background (good contrast with the gray walls) and the vintage pictures. Someone was nice to put my bike inside when it was raining. Someone else gave me a little scare that the bicycle was gone but actually they had moved it in front of the cafe downstairs which is opened 24h - nice thought, unless it was meant as a (half) joke. (That also makes me think the lock on the access door is not that reliable?)
No fridge to begin with, but was brought when I asked for it - that was helpful. Room on 1st floor good size but internet not working well, same with air-conditioning remote control. I had to take the key out to stop the AC, which also meant no light. (Funny thing is there's a note on the wall inside that says the AC will automatically turn off between 12pm and 6 pm everyday [not in the room on the top floor though, strangely enough]-the good part is that it didn't happen, the bad part is that I couldn't turn it off most of the time). Good bed though. Nice touch with the drawing, better bathroom than upstairs, nice courtains. The handle to the door should be changed, it has some tape now which isn't very reassuring. I expected a view to the park as in the photos, but it wasn't the case (but that was in the other building).

Worst place to stay
The location was good but it was very difficult from the beginning. I went to room and found that I couldn't connect anything to the power switches. They were all broken. I couldn't sleep as there were ants crawling all over the bed. Worst place I have stayed in
Everything. I stayed at this place before a few years ago but it has detoriated badly. Not worth the money

Near attraction sites.
There's no elevator, there's no supporting staff. Room is dirty, smell of cigarettes, bathroom is dirty.

Potentially? Great ! In reality? AVOID : at all costs : if possible! An issue/problem : WILL occur!
Sadly : Only 3 things in 'R.S.'s' favour: (1) : Location (2): A 24 hour 'shop' downstairs ( An aside : am getting more reluctant,constantly :in writing these 'reviews': ANY 'suggestions' on improvements : 'fall on deaf ears' : with Management :one ear and out the other!). (3) : The room I FINALLY was moved to, (after 301's room's aircon DIED!: on my 1st night!) :was excellent and I appreciated it at NO extra cost: BUT it took 5 hours of trying to get the message across ,to a 'senior' gent : a more unhelpful/unlikeable /dicourteous a person I've yet to meet in 10 years of travelling in Asia,that I NEEDED a room ,with good aircon : that I was PAYING for ! Nothing else is in 'R.S.'s' favour!
Where to start?! 'R.S.' : has the 'potential' to be a GREAT Guesthouse! The owner ( 'R.S' : is 1 of 7 he owns!) : needs to spend BIG amounts of his undoubted wealth: in making ESSENTIAL improvements/changes : (1) : A TOTAL upgrage of infrastructure : airconditioners/plumping/ and STAFF!! NOT constant, temporary 'fixes' of appliances : which, in the LONG run are more costly! Water pipes leak. Airconditioners are never maintained : mine just died and dripped water : INTO the room. Outside 'generators': held together with chewing gum and string! Staff: I'd get rid of the lot (with a few exceptions ,in the 'shop' and the cleaning lads : the ONLY ones with a 'good morning'/cheerful attitude : and they're paid the worst and actually DO some work! )The rest : a more surly/unfriendly/unhelpful/inept/lazy bunch : impossible to find : even after spending 5 years ,scouring Guesthouses throughout Asia! How they KEEP their jobs: only God knows and even he would be baffled! Any SIMPLE /essentially needed, request : results in a flurry of panicked 'activity'!The owner? That 'property value increasing' : outweighs ANY need to improve the place ! Result? He doesn't care a bit: on how our stay is! (2) : It COULD be made into an outstanding Guesthouse. A start : get STAFF with more than 5 words of English between them ( They are catering to 95% English speaking guests,after all! ): and get them to understand : without us: PAYING customers : they'd be unemployed : I ignored them totally, finally: that did NOT 'sit' naturally with me: but showed THEM as much ' common courtesy' as I had received : which was NONE ! All this is pointless to point out ,I know! I have stayed there: 5-6 times : each time HOPING for improvements ! Leave : disappointed! It just gets WORSE! Last time for me!

Disgusting
Staff were friendly.
Room was a windowless box covered in mould, termites, and other bugs. It absolutely stank. We could not wait to get out of there.
