Parts of apartment were ok

Windows did not lock, hole in bathroom window. Bedroom windows did not have any sound proofing. Scaffold up around the apartment blocking access to the apartment, work being carried out from 7am so was very loud. Unable to exit the apartment and scaffold was erected infront of the only exit the morning we were leaving. Worrying if there was an emergency Unable to use the balcony as more scaffold in the way. The other window blocked by more scaffold and what looked like an old bbq flipped on its side. Nails and screws left all over the floor of balcony.
