Distric 4 is perfect. It is pretty local, close to D1 but not IN D1, which makes it perfect for a quiet stay. The hotel is close to the road, but we did not hear it much. I think it is a sex Hotel. They have hourly rates, too. But we stayed longer, it wasnt too expensive. Close to the Hotel there is everything you need, 7/11, Bia Saigon Place where the locals hang around and lots of Restaurants.
It could have been more clean.

The room was nice and modern. Shower was good. Staff friendly and clear communication.
Location was good, but not perfect. Had to walk at least 15 minutes to get in the center of the city (district 1). Bed was comfy, but very noisy.

We booked because of the view and the bathtubs but there is no hot water for the bathtubs as they say they are a green hotel
NO HOT WATER IN THE BATHTUB, WHICH IS WHY WE BOOKED IN THE 1ST PLACE. We had to use the tea kettle to make hot water for the tub
