I picked this hotel on purpose because it has one of the best locations from my point of view: is in the historical center, and high above Modern beach, there are stairs going there directly.
Also there are stairs going into the big parking which is walking distance from Tomis touristic port.
A nice walk across old city will take you to the Casino, which is a must see, inside as well after renovation.
The hotel has a private parking, and that was really important for me.
The restaurant Le Premier is one of the best, not only for the excellent view, but I loved the food every time, service and staff are very nice.
I knew what to expect, but for the others some aspects that might be interesting:
Some of the rooms (including mine) have a small window opening high above the roof of the restaurant, nothing to see and not much fresh air. Also, people below 1.60m will need to climb to open/ close.
When the window is open, there is always noise from outside, because all A/C external units are placed on the roof. End of august was fine, I could close the window during the night, but I imagine this is not possible when very hot.
The restaurant is amazing, but doesn't open for breakfast. Still, there might be someone there to offer you coffee from the bar, I have appreciated that very much.
The room is quite basic, bathroom is small, hence no real shower cabin, water will splash on the side over the toilet, unless you are very careful :-)
All in all, the building construction is not the most suitable for accommodation, but staff is very open to help and I put the location & parking first, as I don't spend much time in the room.

It is right by Old Town in Constanta, and a quick walk to many attractions.
Small bathroom with a very small shower.
AC and fridge for the room were un plugged. No response from hotel staff. So, I had to get creative in order to reach the outlets.
