Free shuttle bus is not always available when you arrive at the Tbilisi airport all the time. Wven a prior notice has been ignored. You may no want to expect their free shuttle all the time.
When you arrive at the airport, there is a public likely pre paid taxi counter and you will be asked to pay for 100 Gel but with master card 20% discount which will ends up with 80 Gel to the city. That 80 Gel is even 3x of the price you would pay for online taxi service.
Download “Bolts” and hire taxi to city.
You will only pay 35 to 40 Gel per ride.
