Location was perfect for the business I had in Tbilisi. 1 minute from the bus artery, 3 minutes from the metro artery. The host is a pleasant person answering all the questions and solving all the issues even in the late evening.
Smoking is banned in the Hotel. However, it is located in a building with other appartments, so sometimes you do get the cigarette smoke into your open window. But it's not directly related to the hotel, of course.
