I could smoke in the room

The room is spacious, good view from the window, good breakfast, staff is very responsive. Public transport and a lot of food places are right nearby.
The area is a little odd. There are floors where smoking is allowed which is weird for hotels - that’s why sometimes you can smell it. Breakfast is not included and is a little pricy. No bar and pool. We had one bad episode with very noisy drunk neighbors and management hardly could solve it, it brought us a lot of stress.

The staff were friendly and efficient.
The room has very dark water stains on the carpet. The chair in the room is very dirty due to years of sitting. The bedding sheets and the towels are clean at least. And the fridge is quite noisy at night while I was sleeping.
The breakfast is neither here nor there kind. They could at least choose to do Hong Kong style breakfast, or western intercontinental style. But they chose to do a bit of both but ended badly.
