Our stay at Toto Hotel was brilliant. We had a room on top floor with a large balcony overlooking the sea and coastline, with the Karaburun Peninsula (we recommend the speed boat day trip to it!) in the distance. The room was perfect for our family of 4, featuring two bedrooms and spacious bathroom. The hotel is modern and tastefully decorated. The staff we friendly and helpful, answering any question we had. The included breakfast had the standard options for Albania including cheese, meats, fruit, yogurt, cereal, eggs, pancakes, fried dough balls and bread, along with juices, water and hot drinks. But it was of high quality and tasty. There is also a (paid for) snack bar on site with hot food such as pizza, burgers and fries. The pool is excellent, with plenty of sun loungers (we never hand an issue getting some) and sun shades. For us, the location was perfect, being slightly down the coast from Vloré meant it wasn't so busy, but still easily accessible, and the pretty (but rocky) beach opposite the hotel was quieter when we visited.
The ramp leading up to car park is a little steep and tight but manageable, however, once in the car park there is a much easier entrance and exit. It is not the hotels fault but the road that runs past the hotel is fine and often not noticed, however, a few times during our stay it became quite congested in one direction which could make driving to the hotel a pain. Also drivers could get impatient and begin honking their horns.

The view is breathtaking. The pool is in an amazing location and perfect size, though could be cleaner.
The receptionists were kind and helpful, especially Angela who was very caring and dedicated.
There is a major difference between the hotel rooms and the apartments rooms, that wasn’t at all clear when we booked the vacation. The apartments are poor and shabby. The third bed was actually an opening sofa which was hard and uncomfortable. Some of the kitchenware weren’t clean. There was no socket for a reading lamp in the bedroom. The balcony wasn’t clean and most of all, two of its glasses were shattered! Air conditioner was only in the bedroom which was not enough to cool down the entire apartment.
The apartments are not cleaned regularly, and they don’t even take out your garbage, you have to take it yourself to the outside neighborhood beans that are in a 7 minutes walking distance.
We tried the breakfast a few times but it just wasn’t good. The pastries were dry and the vegetables roughly cut.
The building is shared with two other hotels which gives the whole experience a sloppy vibe.
