I stayed for almost a week for work, and chose it mostly because of the location and value for money. I made the right choice in those respects. The location is literally in front of the Legazpi park, which feels very safe and secured, and you cna walk/jog around the park until late. There is a 24/7 7-11 convenience store just downstairs and many restaurants in walking distance. I booked through booking.com inclusive of breakfast, and you get a breakfast token to the restaurant next door (Nono's), so it's not a buffet breakfast, but a nice menu you can choose from, either coffee/ice tea and pastries, or traditional Filipino rice dishes (beef tapa, longanisa, etc), or avocado toast. Yummy and decent size.
I had a small studio room with a double bed. If you prefer light rooms, I recommend requesting a room that is not facing the nearby building, as mine was on the dark side (which was fine as I was out during daylight hours). A couple of small issues as others have mentioned, e.g. small leaks/maintenance issues, but it was nice to have a kettle, and also microwave and small electric cooker and fridge with basic cooking utensils.
Toiletries available and drinking water replenished every day, which was a nice touch. Very clean also, I must say!
I had a good experience with the staff, quite friendly and helpful. I will definitely be staying again next time I'm in town as it's very good value for money.
I used the gym but not the pool, and for the price I was pleased to have both available. The gym is quite basic and some of the machines not really workking, and yes the hours are a bit restrictive, I wish they opened earlier (sure, 7am might be early for some though, but I would have personally appreciated 5am/6am opening).

Couple of concerns in the studio i stayed in.
There is a lack of AC cover. There is only one AC in the studio, its in the living room. That AC isnt very strong so it takes hours to cool the place. It also points away from the bed area meaning it isn't really cooled down. Prepare for a very hot night.
No TV channels in my unit (don't watch much but still...).
Lack of utensils, corkscrew, can opener etc not provided
